The Tulare County Resource Management Agency (RMA), in partnership with the City of Visalia, announced the full funding of the Goshen-Visalia Corridor Connection Project (GVCCP). In June 2025, the project was awarded $34.6 million through the State’s Active Transportation Program (ATP), a grant program administered by the California Transportation Commission to improve infrastructure that promotes walking and biking in California communities.

The GVCCP will enhance the 5.6-mile Class I multi-use Goshen Trail, creating a central active transportation spine between Goshen and Visalia. Improvements will extend into Goshen’s local streets to establish a safe and convenient multi-modal network. Construction will include:

  • 2.2 miles of Class IV bike lanes
  • 2.2 miles of new sidewalks
  • 18 intersection modifications
  • 7 railroad crossing improvements
  • 40,000 feet of new curb and gutter
  • 5.4 miles of Goshen Trail reconstruction
  • 0.2 miles of new trail construction

These upgrades will connect Goshen residents with Downtown Visalia, employment centers, medical services, schools, and recreation opportunities, all without relying on vehicular travel.

Construction on the Goshen-Visalia Corridor Connection Project is expected to begin in the coming years, with completion anticipated by 2029. This effort represents a major step toward creating a connected, safe, and accessible Tulare County for all residents.
